Rear Admiral Pablo Pazmiño graduated from the Ecuadorian Naval Academy in 1988 with a Bachelor’s degree in Naval Sciences. In 2014, he earned a Master’s degree in Strategic Planning from the Armed Forces University – ESPE. In 2018, he obtained a Ph.D. in Integrated Coastal Zone Management from the University of Cádiz, Spain. The following year, in 2019, he completed a specialization in Security and Defense at the Armed Forces University.
On May 3, 2025, Rear Admiral Pazmiño was appointed National Director of Aquatic Spaces. In this capacity, he is responsible for overseeing maritime security operations in Ecuador’s aquatic spaces. His duties include surveillance and control, safeguarding human life at sea, ensuring navigational safety, and protecting the marine environment across coastal, riverine, and lacustrine areas. His role also contributes to the defense of national sovereignty and territorial integrity, while supporting public safety and national development.
Throughout his career, he has held numerous key positions, including: Director General of Human Resources, Inspector General of the Navy, Commander of the Coast Guard, Director of Naval Education and Doctrine, Deputy Director of the Directorate of Maritime Interests, Deputy Director of the Navy’s Oceanographic and Antarctic Institute, Maritime Advisor to the Ministry of Foreign Affairs, Commander of the Hydrographic Vessel ORIÓN, Deputy Commander of the Missile Boat Quito, Operations Chief aboard the Training Ship Guayas, and Commander of Ecuador’s 10th Antarctic Expedition.
