María Luisa Cruz Riofrío is the current Minister of Environment, Water, and Ecological Transition of Ecuador. She assumed this position after serving as Vice Minister of Water since November 2023, where she led key advancements in the country’s water management. Her appointment reflects President Daniel Noboa’s confidence in her technical expertise, leadership, and commitment to building a fairer, more resilient, and sustainable nation.
She holds a degree in Environmental Management and Conservation Engineering from the National University of Loja, with postgraduate studies in program evaluation and international cooperation. She is currently pursuing a PhD in Social Sciences with an environmental focus at the University of Salamanca. Her academic training supports a solid career in designing and implementing environmental public policies.
During her time as Vice Minister, she spearheaded landmark initiatives such as the issuance of Ecuador’s first national permit for the use of treated wastewater, the approval of the country’s first regulation on water circular economy, and the launch of the “Punto Azul” Seal to recognize good water practices. She also led the formalization of 1,500 water boards nationwide and supported Indigenous projects for water harvesting and conservation.
Throughout her career, she has held various positions in institutions such as the Ministry of Agriculture and Livestock, the Municipality of Quito, Yasuní National Park, and binational organizations. Her work has been recognized for strong female leadership and her environmental and social commitment. Additionally, she has contributed to publications highlighting water as a strategic resource for peace and development in Latin America.
